Installer compatibility fix

The cumulative patch now recognises the earlier 2.1.6 Runtime Patch and Historical Front Hotfix installations.

Safer installation

Recognises supported installations by application-file fingerprints; version numbers alone do not authorise overwriting.
Installer errors include the detected version, target folder and a local diagnostic-log path.
Keeps a rollback copy and leaves user data untouched. An intact supported installation is required.
Carries the existing 2.1.6 Map Atlas corrections without adding new historical claims.

Historical release notes are preserved. The current language policy is English + Polish.
